Two-Stage Tendering
Who is familiar with this concept? I note an article from Britain re-acquainting overseas folks with this process....
A preferred contractor is appointed to help with achieving cost-certain and time-certain outcomes to allow the owner to future negotiate with a contractor once the detailed design and planning work has been completed.
Apparently several large projects upcoming in Europe will be undertaken using this model.
